The Arc of NC's Position on DD System Design

The Arc suggests that to respond to the unique needs of people with disabilities, it's best for DD to be managed separately from MH and SA. One of their recommendations is to add an additional CAP-DD Waiver for people with developmental disabilities who have significant behavioral and/or medical needs. What do you think?
